Exclude omnibus_packages in chef bundle testing

Due to pins in inspec vs. inspec-core in 4.18.51 we're getting failures.
This will be resolved with a new inspec release, but that doesn't
unblock us today.

The bug in train that kept us pinning has been resolved so we can ride the latest version again. This also adds a dependabot config so we don't get PRs for every silly aws gem bump which happen daily.
